Job Summary Functions in a consultant role on military master planning assignments such as Vision Plans, Installation Master Plans, Area Development Plans, Space Optimization Studies, Planning Charrettes and DD1391 development on military and federal installations worldwide. Actively participate in planning charrettes, working with a diverse multi-disciplinary team. Skills should include the ability to write, to present to large audiences and lead stakeholders in engagement workshops, and experience creating plan graphics. Responsible for applying advanced techniques and analyses for conventional assignments. Expands knowledge and skill set in practice area and begins to expand knowledge in other practice areas. Works under limited supervision and can lead a small effort or assignment. Key Responsibilities Supports the proposal effort on assigned proposals based on guidelines set by the Proposal Review Board (PRB) Performs professional work related to DoD and Federal planning with the vision to introduce newer technologies and planning concepts similar to digital design, smart cities, asset management, planning for resiliency, etc. Assists in coordination with business partners to establish the proposal schedule and seeks resources from the Director, Proposal Management to support the proposal schedule Writing and preparation of project meeting minutes and report deliverables. Interfaces with Proposal Coordinators to collaborate on writing, editing, production, assembly, and delivery of assigned proposals Active implementation of proposal process improvements, incorporation of lessons learned and cost reduction ideas, and analysis of market intelligence of competitors . Participate in proposal plan and schedule development Ensure Senior Proposal Manager and project management participation in the proposal process including active participation in the project execution plan and review of critical commercial terms of the contract Follow up on CRB actions and alignment of cost assumptions and RFP clarifications Assists in the coordination and integration of reviews by legal, contracts, insurance, finance, treasury, and tax support groups for assigned proposals Assists in the negotiations with clients, business partners and key suppliers as requested Coordinate project schedule development with Project Controls including development of manpower loading, schedule metrics, and coordination of cash flows Preferred Qualifications Bachelor's Degree in engineering preferred Strong technical knowledge of industry including all types of power plants takes initiative Understanding of financial metrics including PGM, revenue, and overhead costs (Business Acumen) Commercial/business knowledge of contracts Excellent communications/human relations skills (written, verbal, client service) Ability to sell; strong negotiating skills and persuasive skills (Negotiating) Good writing skills Ability to interface with diverse personalities Strong problem solving skills (identify, analyze, research, evaluate, resolve) (Problem Solving) Ability to lead and motivate professionals Ability to think strategically (Strategic Agility) Conflict management skills Minimum Qualifications 7
years of project or proposal experience. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
