Program Analyst

Summary This position is in Region 7, Enforcement and Compliance Assurance Division.
About Region 7 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.
Partial work-from-home flexibilities may be authorized.
Responsibilities You will:
Design and conduct comprehensive management studies to identify and propose solutions to complex or controversial management problems with far-reaching scope or impact to a broad range of program operations.
Develop and apply analytical approaches, methodologies, concepts and techniques to plan and carry out studies/projects to lead the organization in program planning, measurement, or progress evaluation.
Revise current or proposed policies, laws, regulations or administrative procedures with far-reaching scope and impact and make decisions and recommendations which significantly change, interpret or develop important Agency programs.
Gather and evaluate programmatic data to develop complete decision packages, staff studies, recommendations, and special reports and prepare executive briefings and similar materials for use by management in carrying out and reporting on program accomplishments.

Qualifications We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as conducting projects and/or studies to evaluate program performance and efficiency; preparing and analyzing reports; evaluating policy, laws, and/or regulations to support program performance recommendations.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of agency programs and functions, policies, objectives and issues.
Ability to draw conclusions and recommend appropriate action.
Skill in applying a wide range of analytical and evaluative methods and techniques.
Knowledge of pertinent laws, regulations, policies, directives and precedents which affect the use of program and related support resources.
Skill in evaluating legislation which impacts enforcement and/or compliance assistance for the impact on enforcement programs.
Ability to prepare project papers, staff reports, and oral briefings.
Skill in written communication.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.
g.
, Peace Corps, AmeriCorps) and other organizations (e.
g.
, professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
